옥스팜 행동강령
(Oxfam’s joint code of conduct)

하나의 옥스팜(전 세계 모든 옥스팜 연합체)으로서, 우리는 빈곤과 불평등의 궁극적인 해결을 위해 전 세계에서 전략적으로 함께 활동하는 국제기구입니다. 우리는 옥스팜 공동의 사명과 철학, 나아가 옥스팜이 활동하는 방식을 공유합니다. 우리는 모두 옥스팜이 추구하는 가치에 동의하고 동등한 열정과 사명감을 가지고 일합니다. 또한, 우리는 다른 옥스팜 연합국과 협력할 때 더 큰 영향력을 발휘한다고 믿기 때문에 세계적인 연합체로서 힘을 모아 활동합니다. 우리는 전 세계 모든 사람의 존엄성이 보장되는 세상, 그들의 기본적인 욕구가 충족되며, 기본권이 존중받는 세상, 그리고 모두가 자기 삶의 주체가 될 수 있는 세상을 만들기 위해 함께 일합니다.

As one ‘Oxfam’* we are a strategic network of organizations working together internationally to find lasting solutions to poverty and injustice. We share a common vision, common philosophies and, to a large extent, common working practices. We all have the same brand values, the same passion and commitment. We have joined forces as an international confederation because we believe we will achieve greater impact by working together in collaboration with others. Together we are working towards a world in which people can live with dignity, have their basic needs met and their basic rights respected, and have the ability to control their own lives.

‘가난이 없는 공정한 세상’이라는 목표를 성취하기 위해 우리는 항상 옥스팜의 핵심 가치와 목적 그리고 사명을 견지하며 일해야 합니다. 본 행동강령(Code of Conduct)은 귀하가 경험할 수 있는 윤리적인 딜레마에 직면했을 때의 올바른 지침을 제공함으로써, 귀하가 바른 선택을 할 수 있도록 도울 것 입니다. 이 행동강령은 귀하가 따를 수 있는 행동의 기준과 가치를 제공하여 복잡한 상황에서 어떻게 행동해야 하는지를 보여주며, 귀하와 옥스팜의 명예를 훼손시킬 수 있는 상황으로부터 지켜내는 방법을 제시합니다. 또한, 옥스팜 직원 개인의 이익을 위해 불공정한 권력 관계를 절대 오·남용하지 못하도록 예방하기도 합니다.

As we work to achieve our ambition and vision of ‘a just world without poverty’ we should always remain true to our core mission, aims and values. This Code of Conduct will help you live by them by providing guidance in the face of ethical dilemmas you may experience. It shows you what to do when a situation is complex by providing standards and values for you to follow and how to protect against situations that may damage you or Oxfam. It also seeks to ensure that employees avoid using possible unequal power relationships for their own benefit.

우리가 소속된 연합체로서의 옥스팜의 정책과 절차, 고용조건에 명시된 내용들(귀하의 고용 계약 또는 해당되는 경우 노사협약에 약술된)과 더불어 본 행동강령에 포함된 규정과 지침은 근무지와 관계없이 전 세계 모든 직원이 옥스팜의 직원으로서 의무를 다하고 행동을 규제하는 하나의 틀을 제공합니다. 또한, 옥스팜 내에서 직원들이 본 강령에 맞춰 업무를 수행하고 감독하며 규범을 실행하도록 돕습니다.

The rules and guidelines contained in this Code of Conduct, together with your employing affiliate’s policies and procedures and the terms and conditions of your employment (as outlined in your employment contract or your collective agreement if applicable), provides a framework within which all Oxfam employees, regardless of location, undertake to discharge their duties and to regulate their conduct. They also support Oxfam in our role in implementing, monitoring and enforcing these standards.

이 행동강령은 예외없이 모든 직원에게 적용되며, 관련 연합체의 정책과 절차에 따라 어떤 위반도 징계조치(경우에 따라 해고 포함)를 취할 수 있으며, 또한 어떠한 경우에는 형사고발로 이어질 수 있습니다.

The Code does not exempt anyone and in accordance with relevant employing affiliate’s policies and procedures, any breach may result in disciplinary action (including dismissal in some instances), and in some cases could lead to criminal prosecution.

귀하의 근로계약이 발효됨과 동시에 귀하는 옥스팜의 직원으로서 직분을 다하고 본 행동강령을 준수하여 옥스팜의 실력과 명성에 기여해야합니다. 본 행동강령에는 옥스팜의 입장에서 직원들이 지켜야 할 사항들과 직원들의 입장에서 옥스팜이 지켜야 할 사항들이 명시되어 있습니다.

In accepting your appointment you undertake to discharge your duties and to regulate your conduct in accordance with the requirements of this Code, thereby contributing to Oxfam’s quality of performance and reputation. The code describes what Oxfam expects from its employees and what the employees can expect from Oxfam.

옥스팜의 행동강령은 국가마다 서로 다른 국내법과 문화가 있다는 점을 인정함과 동시에 옥스팜이 국제비정부기구(International Non-Governmental Organization, INGO)이기 때문에 준수해야 하는 국제 규범과 국제연합(UN)의 기준에 근거합니다.

Whilst recognising that local laws and cultures differ considerably from one country to another, Oxfam is an International Non-Governmental Organisation (INGO) and therefore the Code of Conduct is developed from International and UN standards.

본 강령은 직원이 어디에 소속되어 있든, 관련된 국제 인권법의 적용을 받으며, 국제 인권법에 준하여 해석되어야 합니다.

This Code is subject to relevant international human rights law, wherever the employee is employed and shall be read in a manner that is compliant with that law.
